I would take her to the vet. She might have psoriasis (sp?). At her age distemper is another concern I would have. We had a shepherd who licked herself raw...it was horrible.

by her a toy that has the ball in the middle of the hair like stuff you can buy it at a petsmart or petco

could be an allergy. my westie who is 12 does this, and I just changed her dog food to one without wheat

you might want to get her flea stuff like advantex cause she might have fleas, my dog did. but she might have a hot spot on her skin, if she does you need to get her a prescription from her vet, thats what my other dog had

rub something she does not like the taste of in that area. just make sure she cant die from it lol

you sould check for flees, give her/him a bath,take him to the vet if theres nothing wrong put some chille powder, vineger,alchole or lemons, hope that helps.
